The golden rule
The grid is frozen before the first bid. In my RFPs, weights and criteria are validated by every stakeholder before bids are opened. After that, nobody touches them.
Ranking sensitivity
The ranking hangs on 5 weight points. Raise "Price" from 30 to 35 points and Offer C pulls level with Offer B. Past that, the ranking flips.
